Among the critics of the new Open Exemption Provisional is NASCAR veteran Denny Hamlin who sees it as "desperation." The sanctioning body has added a rule to give a non-NASCAR driver from outside the series a 41st starting spot should they fail to qualify traditionally in a given race.
